After three days of intense brainstorming, the Congress party’s top decision-making body, the Congressional Labor Committee (CWC), on Sunday gave its approval to proposed organizational reforms like enforcing a family, a rule of ticket with runners in the party, 50 per cent performance for people under 50 at all levels, including the CWC, and five-year limit for those in positions at all levels.

The Udaipur Nav Sankalp Shivir statement was adopted by the CWC during its meeting chaired by party leader Sonia Gandhi. As The Indian Express reported, Rule One Family, a ticket will carry a caveat that sons, daughters and other relatives of Congress leaders aspiring to run for office should have worked for the party for at least five years.

Sources said the CWC has also approved a proposal to create a small political advisory group within the body to assist the congressional president in decision-making on organizational and policy matters. However, the proposal to revive the parliamentary committee mechanism was rejected by the CWC. Instead, a small group within the CWC will be set up to help the Congress president make decisions.

Similarly, a political affairs commission will be set up in all the states. A national-level training institute to train leaders will be set up and the party’s communication system will be revamped, sources said. A special body for the management of elections will also be set up, sources said.

The Rajiv Gandhi Institute of Development Studies (RGIDS), operated by the Kerala Pradesh Congress Committee KPCC, in Thiruvananthapuram will be the first training center.
